Replacing Sign, Stamp and File with a Digital Approvals Process

Alongside the Personnel Management System, Similie developed a Logistics Management Platform for F-FDTL, the Timor-Leste Defence Force, in partnership with the Australian Defence Cooperation Programme. Until this point, the Defence Force ran its logistics through a very outdated paper-based process: sign, stamp and file. My job was to translate those procedures into a digital platform without breaking the chains of approval they depended on.

Context & Challenge

The team ran a series of initial MoSCoW workshops and mapped out the F-FDTL's current SOPs (Standard Operating Procedures). Every logistics task moved through a chain of physical signatures and stamps, and that chain was the process: each step existed because a specific person needed to approve it. The main challenge was to maintain that approvals process digitally, making sure the right users were notified at the moment they needed to take action. There was also a requirement to keep paper-based records of each process, so the platform had to work alongside the paper trail rather than pretend it didn't exist.

Approach

Map the process before touching the product.

The MoSCoW workshops and SOP mapping gave us a complete picture of how logistics actually moved through the organisation, person by person and stamp by stamp, before any screens were considered.

Turn SOPs into user stories.

We organised everything in Trello, with each column representing a user and each card summarising one of their tasks. That board became the source of truth for every user and their specific needs. Whenever a question came up about the order of a process, we went back to the board, and it kept the project on track from start to finish.

Design around the approval, not just the task.

Because the value of the old system was accountability, the platform was built to preserve it: each step notifies the right person when action is needed from them, and the workflow accommodates the parallel paper records the organisation still required.

Collaboration

As with the Personnel Management Platform, this was a workshop-led project. The SOPs were mapped with the people who performed them, and the Trello user-story board gave the whole team, from stakeholders to the remote development team, a shared reference for how every process was meant to flow.

Outcomes & Impact

  • A logistics platform that digitised the Defence Force's approvals process while preserving its chain of accountability, with the right users notified whenever action was needed.
  • The user-story board became the project's single source of truth, settling process questions quickly and keeping design, stakeholders and development aligned throughout.

Reflection

The paper process looked like the problem, but it was really the specification. Sign, stamp and file encoded who was accountable for what, and the design work was translating that trust structure into software rather than replacing it.

Key Learnings

  • When a process is built on accountability, digitising it means preserving the approvals, not streamlining them away.
  • A simple, shared artefact like a user-story board can carry a whole project: it answered process questions faster than any document or meeting.
